Thanks for the clarifications to the messages regarding the Bayesian estimation question. 2. I might have read too much into the question. There is no doubt that (as noted by Dr. Gibiansky and Dr. Sheiner) (1) Fixing the population estimates from pop1 to generate individual empirical bayesian parameter estimates of pop2 and (2) combining the 2 data sets (with probable inclusion of 'study' effect) to estimate the population parameters are simpler solutions to the question posed.
