Kens program, last I checked, ran from SAS. and ! here is another for automated covariate search from Nichlas Jonsson and Mats Karlsson

There also is an older program from Roberto Gomeni called Visual NM, or Visual NONMEM, not sure it is supported or even available anymore. A very innovative program at the time, probably the first to address running NONMEM in a sort of batch mode with some automation, but I don't think it did any model writing. I think all of these are more special purpose than what you're looking for, but I really don't know what that is. As Bill pointed out, PDx-Pop from Icon/globomax may be your best bet.
