The alternative that BOV is 0 is a very unlikely assumption. In your specific case you may wish to consider both a systematic as well as a random change in parameters. You could try estimating both the mean change in each parameter relative to the first occasion and on top of that estimate the BOV as the true random differences between the occasions.
