I dont know the answer either but I have been using Watcom f77 (currently I have v 10.6 but there is a later version). I have been using the 32 bit DOS executables under DOS, Win 3.1, Win 95 and Win NT 4.0 (all the Win use has been in a DOS window). The linker can create 'native' executables for OS/2, Win 95 and Win NT as well but as I need to run a DOS batch command file to make it easy to run NMTRAN/NONMEM I have no experience of these.
