When DV, RES, or WRES is plotted, records having MDV=1 are not plotted. I suspect that your data set is larger than 900 records, but that the number of actual observations is not much larger than 900. Use the FROM/TO options of $SCATTER to create as many scatters as necessary to see all subjects, or, create a table file and use software to create the scatters that is not limited as to the number of points.
