If it is Digital Visual Fortran, I suspect that the environment for the compiler has not been set correctly. Instead of installing NONMEM from an MS-DOS window, try doing it in an F90 window. Use Start/Programs/Visusal Fortran/F90 (there may be a level called something like "compute" between Programs and Visual Fortran menus). If this works, then you will always need to use an F90 window when you run NONMEM. If this does not help, then please be more specific as to when this message occurs, and at what step during the run.
